The U. P. Rajarshi Tandon Open University, Allahabad, was established under Act No. 10/1999 passed by U. P. Legislature and assented by the Governor of U.P. on March 24, 1999. It is named after Bharat Ratna, Rajarshi Purusottam Das Tandon ji, an illustrious son of Mother India. The University plans to provide access to higher education for large segments of population and, in particular, disadvantaged groups such as those living in remote and rural areas including working people, homemakers and other adults who wish to upgrade or acquire knowledge through studies. The University has setup its administrative campus in Prayagraj (U.P.).
To provide access to higher education for large segments of population, U. P. Rajarshi Tandon Open University, Prayagraj, has various study centers, at different colleges in Utter Pradesh. In this direction, the setting of a study center at Shivharsh Kisan P. G. College, Basti, (S025) in year 2000, was a great initiative for the natives of this region. Dr Yagyeshwar Mishra, was the first Coordinator of the center. Later Sri C. M. Mishra, Dr Arun Kumar Tripathi and Dr R. S. Tripathi held the post of Coordinator.
Initially, the study center failed to receive proper attention from students. After the combined effort of Dr R. K. Pandey (former Principal) and Coordinator Dr. R. S. Tripathi, the center achieved its height. By the effort of the former coordinator and Principal Dr. Raghavendra Sharan Tripathi, the study center has its own building and infrastructure from 2013. The work was appreciated by the authorities and centre won the award of excellence by UPRTOU.
At present, center is marching ahead in the supervision of Dr Shivendra Mohan Pandey (Coordinator) of the Department of Botany. The study center offers various courses to cater the needs of students. Currently the following courses are being conducted from the center:
